There are many who would argue that allowing citizens to carry firearms is dangerous, but the facts say otherwise. According to a study done by the National Rifle Association (NRA), since 1991, when violent crime peaked in the U.S., 24 states have adopted “shall issue” laws, replacing laws that previously prohibited citizens from concealed carry. As a result, through the year 2008, the nation's murder rate decreased by 46% while the total violent crime rate decreased by 41%. Another study conducted through the NRA which studied crime trends in every county in the U.S. showed that allowing citizens to carry concealed weapons helps discourage violent crime and that in states where concealed carry of handguns was allowed, murders fell by 8.5% while rapes fell by 5% and aggravated assaults fell by 7%. With statistics such as this it's plain to see that the right to carry helps reduce crime.

Concealed carry or CCW (concealed carry weapon) regulations differ from one state to the next, with each state falling into one of four categories: no issue, may issue, shall issue and unrestricted. States that follow no issue laws, such as Illinois and Wisconsin, do not allow private citizens to carry a concealed handgun and will not allow any such concealed carry permits to be issued. May issue states (which include California, Iowa, New York, Maryland and Alabama) require individuals to have a permit to carry a concealed handgun and leave the granting of such permits to the discretion of local authorities. The majority of the states fall under the “shall issue” category, which requires a permit to carry a concealed firearm but only if the individual meets certain criteria. Typical requirements of shall issue states include: minimum age of the individual, submitting to fingerprints, passing a background check, attending a certified firearm safety course and paying a required fee. Only the states of Alaska, Vermont and Arizona fall into the unrestricted category, which allows residents to carry a concealed firearm without a permit.
